I am an international student and is very interested in applying for summer programs. However, I have not take any TOEFL and some of the summer college needs TOEFL for international students. I have taken SAT but my score is not that good. However, i have studied English for more than 10 years. What should I do? Thank you.

The easiest thing is to just take the TOEFL, but the fact that you are posting on this board means that taking the TOEFL is probably not an option. My advice is to ask the admissions department of that summer college if there is an alternative test you can take.
The only other options I can think of are to take either the SAT II writing, if the summer programs will accept that (and you don't mind taking what is a difficult test, even for a native speaker of English) or taking the ACT. I don't know if ACT or SAT II is still available to take, or if the summer colleges will accept them. You will have to talk to their admissions department
