My friend and I are arguing over which is better: quality or quantity.

He and I are in many of the same clubs, but I'm the one that attends every meeting and talks with the officers. He just pays the dues at the beginning of the year and that's it. But still, he's going to put his ECs on his college apps, and he's been in those clubs since last year (freshmen year), so he can say that he showed commitment by being in those clubs for four years.

Will colleges pick quantity over quality? Please give input

Colleges ALWAYS pick quality over quantity. The problem here, however, is that you haven't distinguished yourself from your friend. Have you gotten any leadership positions or awards from your ECs? If not, then unfortunately, it seems that your friend will be getting the better end of the deal.

I'm going to work really hard this year to secure a leadership position within some of the clubs. But our school only allows a student to have a maximum of three positions.

Then just show your passion for the club[s] in whatever ways manifest themselves. Leadership isn't the only way one can do that, more often than not.
