If I'm stating "...a majority of the people," is it 'was' or 'were' that would follow the phrase (past tense)? Thanks!

I'm pretty sure it's was, not were. "Of the the people" is a prepositional phrase, so when choosing a verb, you only look at the subject of the clause, which is majority and is also a singular noun.
