Im looking for an inexpensive summer program for either comp science or game design.Any ideas?

Realistically, it's probably too late for this year. "Inexpensive" generally means "has funding", which means limited slots, which means a deadline for applications which is probably long-past. If price is no object, there are probably commercial, "for profit" camps which will keep accepting until the first day.
Residential programs are always going to be more expensive than local programs. Maybe you should check out your local community college, or informal classes at a nearby university, or community schools if you have them where you live. (again, it may be too late for this summer).
If you already know the basics of programming in a higher level language (C/C++ or Pascal), there is free training material for algorithmic programming at www.usaco.org
Next year, if you are interested in the same thing, start seriously looking in January.
