I doubt many Bolivians go to hyps or highly competitive schools. Does that increase/decrase my chances?

It does increase your chances, as schools are looking for diversity. Your ECs look great, and you have planty of them. If your SAT II scores will be in 700s, it will help a lot. You may want to take TOEFL as well. Make sure to show in your app. that you are passionate about things you chose to do. Maybe ask someone from one of those volunteer groups for the "extra" rec. letter.
