are students at Georgetown college allowed to take electives at Mcdonough or Sfs?

Not unless you're FLL (i.e., majoring in a foreign language). Then you have the chance to minor in business and/or get an area studies certificate from SFS. Otherwise people are mostly restricted to their college's course offerings.

I've also heard that you can cross-register for certain courses with other area colleges, although I'm not sure how that works.

Itziar explained that pretty well. I know, in MSB, we are not allowed to double major outside of the school but we can minor or (and certainly are encouraged) take classes outside of the school.
