For one of the short answer questions, I can't get my response past 170 words without adding sentence after sentence of fluff. The question though calls for approximately 250 words. Will this be a problem?

Dude, a good answer is a good answer. If it is 170 words, so be it. It is better to write a short but good answer than to write a longer but poorly writen one. Just make sure you write it well and to the point. The adcom will not be counting the words...they are looking for content. The word number guideline they give (250 in this instance) simply means that they do not want a 50 word or 1000 word answer. Anything within a reasonable count from 250 will be perfectly acceptable.
