I would say your chances are not good. I have heard of 3.0 students getting into Michigan with 1300+ on their SATs. I have heard of students with 1200 on their SAT get into Michigan but they had 3.8+ GPAs. But a 3.0 GPA with a 1200 SAT seems a little low overall. You can try, but do not trust to hope.

I think it's a real reach and engineering is almost impossible. Your test scores are low, but you can probably improve these. Your gpa, however, is very low for Michigan - unless you're a recruited athlete or possibly a minority. If you're looking for a Big 10 experience, you might look at Michigan State, Indiana or Purdue.
