i have a 1480 (750 V, 730 M), national merit commended scholar, and a 3.3 unweighted, 3.5 weighted (my school is very hard and we don't rank). i have decent extra curriculars (student council, model un, varsity tennis, and about 150 volunteer hours). I am from PA. What are my chances if i apply in september?

Your SAT is about 100 points above the out-of-state mean but your GPA is about .6 below the out of state mean, so it is difficult to predict. Did you take any AP exams?
If you apply in September, I would say you have a chance, but no matter what, with your GPA, it is difficult to predict.
