My school doesn't weight

your GPA is a bit on the low side for Georgetown. Raise your SAT to around 1400+, however you'll need to do REALLY well first semester to have a good chance. Who knows though :) However the main thing is your GPA.

Do you know where you are in your class (top decile, second decile, etc.)?
Georgetown admitted only 5% of those below the top decile mark last year

You've got excellent ECs! Your SATs are okay (I scored 150 less than you and I'm in) but your GPA is a bit low. I'm a Hispanic and I hate to say this but you do have the minority thing working for you. (Stupid affirmative action) Apply! Do good on your essays and your interview and let us know how you're doing.

i think u have a good chance seeing as you got the AA going for you. I've heard of minorities getting in with 1190's so i think your good to go because of your ECs

Would an on-campus interview be better than an off campus one? How do I contact Georgetown to set up an interview?

Georgetown doesn't offer an on-campus interview, from what I know. They will contact you once you send in Part I for the alumni interview.

There are minorities who get in with a sub 1200 and there are non-minorities who get in with sub 1200. The point is that you want to have as HIGH as you can get to maximize your chances. Checking the black box does not guarantee anything, esp. with a 1190 SAT. But ANYWAY, you have a 1300, which is good, but since you're taking it again, just focus on getting it up as HIGH as possible to help your chances.
