What does this specifically mean? Can i apply to Umich in Oct and ED somewhere else? And with rolling admission how soon do I find out?

Rolling admissions means you can send your application at any time, but spots will be filled up on a first-come, first-serve basis. You are free to apply ED or EA anywhere you want. Rolling admissions is just a way of saying they don't use batches of applicants (ED-1, ED-2, RD). It is highly advisable to apply as early as possible for any schools rolling admissions because for ED and stuff, all you have to do is make the deadline.

I applied in early October last year, and I got my acceptance about three weeks later.

I applied around Thanksgiving in November and got my response early February (roughly 8 weeks). The longer you wait, the longer it takes to get a response (I sent my application to Purdue University late August and found out September 3).
