They used to use this test to weed out students from the class, back in the grande-olde days of everyone wanting to enter CS and overregistration. Now, with all the CS jobs being in India, no one in their right mind would enter CS. Overregistration problems solved. They still expect that you know the material, but they'll happily admit you and give you an F, if you aren't prepared.

(Before anyone flames me on the CS comment, realize first that it's true (I've been in the industry for ~10 years) and realize that it's also my major. I never said I was in my right mind.)

It's determined on a semester-by-semester basis. Don't think I've ever seen it talked about on the web. Go watch some of the past class webcasts, if you want to see them talk about it, a bit.
