I like Rice's small college feel and great accessibility to top-notch faculty and facilities, yet Columbia seems to provide a better general education... Rice is cheaper for sure, but houston is a dead city without a car. I want to double major in computer science and english literature (or creative writing). Where should I go?
ps. also, I heard that if I go to Rice or Duke, chances are that I'll be stuck in the South. Is that true?

See http://park-trans.rice.edu/metro.cfm for information about the metro bus system. There's also a new light rail system that stops at Rice, see http://www.ci.houston.tx.us/abouthouston/exploringlightrail.html

Myoryu, No I really don't think you will be stuck in the south. However when you go to grad school you might want to look at where the school you go to is located because many people end up stayng in area they do to grad school in.

The myth about being stuck in the South concerning both Duke and Rice is just that: a myth. Both schools have extremely focused and dynamic students and faculty that ensure you will have access to opportunities (internships, research, etc.) which can help you get into grad. school or into a good job. Plus, each year both schools send dozens of their graduating seniors to the Ivies and other great graduate schools. Location, then, really isn't that important of a factor. It's about opportunities.
