You had to be recommended by a teacher at your school I believe. I think actually getting it is a LOT harder than being recommended

The Selection Committee selects up to forty finalists who are invited for an interview at the university. From those forty, four are chosen to receive full-tuition scholarships, and some of the rest receive partial-tuition scholarships.

Received the "sorry" letter today. They chose 34 finalists out of over 1600.
