Is a 91.2 average good enough for the top 25 universities? What is this equivalent to on a 4.0 scale?

4(91.2/100) = x

A 91% average is like a 3.7 GPA. But that does not say much. Could you be more detailed?
Are we talking 91% unweighed?
Are you taking a bunch of bird classes or are you taking a lot of AP classes?
Did you take AP exams?
What is your SAT or ACT score?
What are your ECs like?
Let me give you two scenarios:
A student with a 3.7 GPA taking easy classes, with a 1100 on the SAT/23 on the ACT, no AP exams and weak ECs does not stand much of a chance of getting into the top 25.
On the other hand...
A student with a 3.7 GPA taking difficult classes, with a 1500 on the SAT/34 on the ACT, a bunch of 5s in AP exams and very strong ECs has a very realistic shot at most top 25 universities.

Well... I'm international from the Philippines so there aren't any APs offered, honors classes are a chosen group (not voluntary, for those with high grades the previous year) and my school is very competitive (private, jesuit and single sex). Btw I'm only a sophomore (So I know I still have some time).
Here are the rest of my stats:
Ecs:
Debate team (officer next year)(I placed in a few competitions)
Newspaper staff writer (editor for chinese section)
Drama club cast member
Class VP (secretary last year)
Going to China next year to study Chinese
Volunteer to help tutor poor kids
Job at father's company
Weird Ec:
I have a job as an emcee/host for parties and events where I also sing and stuff.
SATs:
not known yet... hopefully a 1400+
Ranking:
56/318 (ouch! but like I said its pretty competitive)
Prospective Major:
Economics
Assuming that I do get a 1400+ and raise my average to around 92.3, what would my chances be at the top 25? And will a recommendation from a Jesuit preist help for Georgetown addmission?

A 91-92 average with a 1400+ will pretty much make you competitive at any university in the nation except for Caltech, Harvard, MIT, Princeton, Stanford and Yale. All other schools will be possible.
