Can I get into UCSD?
I've asked for help once before, but that was a few months ago and some stats have changed so I'll just ask again. I've applied from out-of-state, which makes it harder.
-3.8/4.0+ GPA (unweighted/UC weighted)
-rank: 56/447 (they don't request it though)
-SAT: 620 M, 710 V
-SAT IIs: 630 Math IC, 780 Writing, 750 Literature
-5 AP courses, tons of Pre AP (honors)
-AP Comp Sci I
-AP U.S. Government
-AP English IV
-AP Comp Sci II
-AP U.S. History
-Govt & Politics -5
-plan on taking English, Comp Sci A, and U.S.
tests in May
-National Art Honor Society (11th)
-cooperative education program (12th)
-a little community service (12th)
-work (30+/week from 4/2001, will end 6/2003)
-I know they're lacking, but I've spent most
of my time working
Also, my personal statement is excellent, just in case that matters.

Your SAT and GPA are good for in-state. Yow, a 35 on the reading ACT? How much time per week do you spend on per EC?
A good personal statement is imperative and I believe you will get good points for thats seeing that you have very good scores for language based tests.
If you were in-state, you would have a good chance, but since you are out-of-state, who knows...
