Discus: What Are My Chances?: April 2004 Archive: IB or Regular School..who's more likley to get in?

k..which student will look more likely get accepted into the following
(based on academic standards) uni's..UCLA..PENN..CORNELL..JHU..ivy league schools..etc..both are american citizens...and live in canada..
Student 1:
Taking all IB courses..ends up getting 5's and 6's overall 38 out of 45
1580 on SAT
GPA 3.5
Top 20% of class

Student 2:
Taking regular standard level classes..physics..bio..no IB/AP
1580 on SAT
4.0 GPA
Top 5% of class
which student will more likley get into the the unvi's listed above?

and one more question.. when uni's look at IB students getting mostly 5's and some 6's..do they think "oh this person is doing IB..and since these courses are challening..this student must be a really good student"..or do they except IB student to hold up a 4.0 GPA as well like all regular students?
