i dont want an iv college, dont need schoolarship, i cant pass the sat, but i can do really good aty toefl. i was thinking of university of minnesota college.... what do you think?

Any school is going to look at your SAT grades. They're a given in the US admissions process, even for internationals. My suggestion is to work hard to get those SAT grades into a decent range, even hire a tutor to help you do so if necessary.

then whats the point of the toefl if you still have to take verv sat?

TOEFL is just to test basic proficiency, colleges want to make sure you pass a certain cutoff. SAT I verbal is supposed to test higher order verbal skills and vocabulary.

Just thought of one possibility - this site lists schools where submitting SAT scores is optional - double check if that still applies to internationals:
