Here is the real 100% correct answer, alien.

Legal aliens are immigrants to the USA who hold a status called the Permanent Resident status. They are not US citizens. After a ton of paperwork, they are issued a Permanent Resident Card, which is also known as the "Green Card."

Colleges want to know if you have this status for a number of reasons:

1) Being a permanent resident makes a student DOMESTIC, not international applicant.
2) It makes the student eligible for federal aid.
3) It makes the student a LEGAL alien

I am a perm resident myself and have a unique alien registration number. I have a SS card also... but am not a US citizen. Being a perm res is basically the first step to becoming a US citizen. It will take me about 5 more years to become one.
