UC budget cut is gonna hurt? Why because they're admitting less students or because they're admitting less in state students?

Correct me if I'm wrong, I heard that due to he budget cut, UCs are gonna admit less student and raise the tuition. This would especially hurt people on the bottom tier.

For instance, say UC berkeley and LA cuts 100 students each. That 200 students would go to SD instead. If SD also cuts 100 student, then 300 students would've gotten into SD ends up at Davis ... and the it keeps rolling ...
