Hi, since I'm currently a student at a public university wanting to transfer to a different university next year, I would need recommendations from my professors.
Do you guys think that it's possible for professors to not write as good of a rec as one deserves simply because he/she doesn't want you to transfer? Or dislike you because you want to transfer?

Yes,it is possible. That's why it's important to choose the professor carefully.

Possible, but ridiculous imo. If a teacher recognizes your potential, then shouldn't he vouch for you by all means possible? I can't see why a professor would be jealous or resentful of a student of his going on to bigger and better things...
