I am going to apply to quinnipiac (i just decided). The only problem is that their deadline is Feb. 1, and they strongly advise applying before January! If I send my application in by the 15th of this month do you think I will still be o.k

If they say the deadline is February, why do you ask if it'll reach there in time when your application will reach there in January?

They just tell you to have it in early so they can inform you if you are missing any part of it. This way you have time to get missing items submitted. In your case, you will probably have to have everything in (recs, counselor statement) at the same time.
