Are 3rd-world country Asians (e.g. the Philippines, Malaisya, Cambodia, etc.) at an equal, greater, or lesser advantage than other Asians (e.g. Korea, China, Japan) when applying to elite universities?

Is this the legacy of AA? Everyone trying to get extra points because of their skin color.
Hispanics and 3rd world asians are the same hole. Why do hispanics get to have a seperate admissions process from everyone else? They are politically popular.
