I'm transferring from a California JC to the following schools.
I'm a California resident, member of Honors Transfer Program, work 30 hours per week for the past 5 years, have a 3.4 GPA and going as a political science major.

I would say, Berkeley and LA are a stretch for anyone unless you have truly exemplary grades. You didn't offer too much information but these are merely guesses. SD, SB, UCI, and UCR, you should get into no problem.
By the way, these are the admissions figures for transfers from community colleges for fall 2002:
Los Angeles 36%
San Diego 66%
Santa Barbara 72%
