Is a 1370 and excellent ECs/GPA/Recs good enough to get into the competitive schools like Wash U?

I would like ask the same question as above.
Math IIC : 640
Physics : 750
It was first testing.
I think I have great EC, physics competition on country level, and much social work.
I am outside US.
I will be retaking both of tests. Now I will train even a bit for this... ;)
