I'm a URM and have SAT scores of 1400(740M/660V)
SATIIs(690IC,660Chem,650Writing) my class rank is around 25/360 but is definitely on the rise. I'm actively involved in my school and church.If I go to Wash U I might be able to get a full ride but I know I'll end up paying alot if accepted to Yale. Should I apply to both regular decision and just compare finaid packages or what? Do I even have a decent chance at both of these schools?

Yale is need based. If you get in they will meet whatever need you demonstrate. I don't know if Wash U is need based but I doubt that they would offer you a better aid package than Yale would since I don't think that you would qualify for one of their merit scholarships and Yale has a lot more money than Wash U to give.

wash u has the 2nd highest endowment in the nation, so yes they do have a lot to give.
