I think you have a good shot at Reed, GW, Davis, UCSB, and UCSC. You still have a pretty decent shot at Berkeley, W&M, and CMK. Of these three, the most difficult for you may be W&M. Your chances w/ Berkeley are enhanced b/c you've got good SAT IIs (esp. History--wow!). Your SAT M and IC scores shouldn't hurt you tremendously since you're going for history or gov't.
Please evaluate me at "Tufts ED." Thanks.

I would be extremely grateful for any more input.

If a cal resident, UC's are nearly guaranteed. I know people with lower stats who have gotten into Berk, LA, and GW. As for W&M and CMK, you will fair well! Ap scores are excellent. SAT a bit on the low side for these two, but I'm talking like 50 points, which is not significant. Wow that SAT HIstory is impressive. If this is your focus, I dont see why you would be rejected. Talk about any obstacles in the essays, they are the icing on the cake!
Also, please evaluate me at " Harvard for a Hispanic"!

Thanks, I could talk about obstacles but I'd rather not come off as pandering to the adcoms for pity.
