...one that doesn't count all that EC crap? ...just bases admissions on stellar SAT scores and high GPA's?

Well, if you live in NJ, you can automatically get a free ride at Rutgers and TCNJ with SATs over 1500 and with a GPA that puts you in the top 5% of your class.

I've heard Case Western Reserve does something similar.

Actually, even if you don't live in NJ, you can go to TCNJ for free if your SAT is over 1450 and you are in the top 5% of your class. They also have an honors program.

Emory? Please tell me you are joking. The people in my school going to Emory are very involved and hold officer positions in clubs. One of them was an intel semi-fi but I'm not sure that counts as an EC, maybe just extra research.

And any self-respecting school in which "smart students" would go will want ECs. Smart students go to selective college and selective colleges want to make sure you are involved out of school.

No you get $21,500 (which is almost tuition) out of $34,000 if you get a 1500 and are in the top 5%...
