This really isn't the place to ask about TOFEL but I have some questions..
I've been moving around to 4 different countries ever since I was 7 years old and been always having english speaking education. But I've only been in the US for about a year and I'm a junior in highschool. Should I take to TOFEL?
Also I heard if my SAT Vocab scores are not good but my TOFEL scores are good the Unis will look good upon it. Is this true?
And if I take the TOFEL right now will it seem to the Admissions if I'm "overly" trying to impress them?

All international students need to take the TOEFL. (it is not recommended it is a requisite!) However, some schools waive your TOELF score IF you score above their minimum in their SAT I or II scores. (I think for most schools it is above 650.) However, very few schools have this policy, so its best to contact the admissions office and ask them.
Regarding your questions...
Are you an American? Do you hold an green card. If No...then you HAVE to take the TOEFL. From my knowledge only MIT has the policy that you they see the TOEFL instead of the SAT I score. Most of the other colleges (that i have asked) told me that they look heavily on both.
You are too late to take a TOEFL. It takes about a week to get registered but it takes TOEFL like one month and a half to get them scored. So even if you sign up today..you will probably get it on mid March. (way too late) If you are an international student...I am sorry to tell you this...but your application is incomplete without your TOEFL score. (and you might be in a slight disadvantage) My suggestion is that you should contact the admissions officer and explain to them your circumstances.
