Sorry to bug you guys but i was wondering how you think my strategy is for next year. I'm applying to UC's and so far I got 720 on US history and 710 on IIC. My plan is October take SAT 1. Next month i take SAT 2 writing and retake IIC. Then december retake what needs to be retaken. What do you guys think?

is december still open as a testing date for UC's, Standford, HYP?

The application deadline for the UC's [at least for Berkeley] is generally early December or the very end of November. However, they accept December tests scores as they do not start the actual selection process until January. If I was you, I would do as you have already planned. Hope that helps.
