is it better to submit to colleges my 1280 sat score or my 28 act (im retaking in sept)? even though 28 converts to a 1260, is it harder to get the 28?

Submit both. The college will then decide which one it believes is higher. If you are relying on conversion tables you find on line be aware those are greatly outdated (they all have their genesis in a percentile comparison of scores done 8 years ago). Some colleges follow them (which would place your ACT slightly below the SAT) but many have their own conversion tables based on more modern comparisons (which would place your ACT above your SAT); so just submit both.
