For those questions, if you get either statement or CE wrong, then is the whole question wrong?

Yep. Thats why almost everyone hates the cursed T-F-CE questions. I almost always get the T-T or T-F parts right but its the CEs tht create the problem.

Do you lose a quarter of a point for getting it wrong? That doesn't seem fair (since there are 8 different possible answers, not 5).

There are only 5 possible answers because the only place where CE is used is when it is preceded by T,T.
