can anyone tell me which is easier to score highly for and international student? what is the difference between these two? and do you know what is the equivalent of 1250 from SAT in ACT score?

a 1250 on the SAT would be between a 27 or 28 on the ACT. Check out http://www.powerprep.com/actvssat.htm .

do you know if it is possible to write ACT in some other country then USA? I mean Poland or Sweden or whatever in Europe?

Take both. However, if you're international to the core (no English) you're better off with the SAT since its half and half versus ACT 4/5 "english".
