An asylum is the desired destination (or goal of some sort) of a refugee who is in need of this asylum. Now, plug that bridge into the choice pairs, and see which ones can be eliminated. All of them (except for D) can be eliminated. Although D is not a PERFECT choice, it sure does work much better than any of the others...
