because I look at their site and it says test must be taken by december date of your senior year, but the application fillinf period is 1-30 november, so how's that work? can I take SAT on december of my senior year?

The UC's act exactly like they describe. Applications must be in by November 30 (regardless of whether you have all your test scores) and they take test scores from December testing dates.
