Do colleges count single sitting or highest Verbal and highest Math? Which recalculate?

*Technically* they do highest verbal and highest math. For obvious reasons, a single sitting 1600 is nonetheless more impressive. Also, they have to use single sitting scores when they submit the average SAT scores for their students to rankings like US News, I believe.

Depends on school. Majority will count your highest math and highest verbal from multiple tests. Minority, including all Univeresity of California schools, take only your highest score from a single sitting. Also, it is incorrect that colleges have to use single sitting scores when reporting averages for use by places like US News. There are no rules for what they have to use for reporting to such organizations. Most report using the same method as they consider them for admission.

University of Texas and Texas A&M also use single sittings scores but the number of sittings does not matter at all.
