Hi I took the PSAT and recieved a 189. Being that I am from Louisiana which is one of the less scholatic states, is it possible that I could be a national achievement finalist?

Anything is possible. The lowest index score that I have seen anyone post who made National Achievement has been a 190, but who knows? National Achievement doesn't publish the score info so it's possible that you might be able to qualify. If not, you should qualify for National Achievement Commended. Good luck.
I strongly suggest that you study hard for the SAT as you may be able to obtain an SAT score that qualifies for merit scholarships at universities that give SAT-based merit scholarships. At some historically black colleges, students scoring 1200 or higher can get merit scholarships, for example.
