How well do you usually have to do on the PSAT to be a national merit commended scholar, semifinalist, finalist, etc.?

I think semifinalist cutoff in CA is usually around 210-220

Semifinalist/Finalist designations are not determined by PSAT scores. Everyone above a certain score, depending on the state (MA at about 222 or 223 or so is typically the highest cutoff), is awarded semifinalist status. Then you have to fill out a National Merit application to be considered as a finalist.
Commended is determined nationally and typically the cutoff is a few points above or below 200.
