Hello,
I took the SAT1 in june I got 650 verbal and 760 math. I am Chinese and lived in the US for 7 years and speak Chinese at home. So should I take the SATs again or will the colleges such as Cornell and U of Chicago expect that I will get a lower verbal SAT? And should I take the TOEFL? I looked at the applications and many of them say that if you scored above a 600, you are exempt. Please give me your honest opinion.

I'd say do some more practice with real SATs and if your verbal score goes up 40 points or more with practice, take it again. Otherwise, you should be fine - a 1410 is a great score!
If none of the schools you're applying to will require the TOEFL based on your SAT score, then I wouldn't take it. Just be sure to pick your schools early enough so that if you do end up having to take it, you still have time before their deadlines.

If you have lived in US for 7 years, then even if you take TOEFL, I guess colleges won't care and will just look at SATs.
For UCs, they consider only those who have lived in the US for less than 3 years as foreign students.
As a matter of fact, I have lived in the US for 2 years, and I'm a senior.
Do you think UC will consider me as a foreign student or a domestic student...?
After one year from now, that'll be 3 years.
