If so, what is the subject? Or, is it a dependent clause?

i think it's a sentence
"he or she" is the subject
"up to the fates" is the predicate adjective i think
"is" is the verb

Sentence. It's an epic-sounding one, but it's a sentence nonetheless.
"Will get married" is also a verb package.

Let's simplify the sentence to "Whether he marries is up to fate."
I thing the entire phrase "whether he marries" is the subject. It's the state of marrying, not "he" that you are talking about.
