This isn't math. This reminds me of the study skills portion of the CTBS test. Let's take a nice little table with some cheesy empirical data and pass it off at math.

(x # of people)/(number of total radios)=(# of radios per 100 people)/100 people

Multiply the number of radios in each country by 100/(the number of radios per 100 people).
For example, Country A has 500 million radios, and 200 radios per 100 people. That means, there are twice as many radios as people in that country (or that each person, on avg. has two radios). Either way, multiply 500 x 100/200.
A has a pop. of 250 million.
D is correct because 40 mil x 100/8 gives the largest value. 40 x 25/2 = 400+100 = 500 million.
