somebody please help me understand the answer to this, the answer is C.

A school supply cabinet stocks numerals to use for room numbers. if the stock consists of 10 each of the numerals 1,2,3,4,5,6,7,8, and 9, how many consecutive room numbers, beginning with room number 1, can be formed?

No zeros? Then the answer would be 9, You can't make a 10 without any zero numerals.

1, 10, 11 (two 1s) 12, 13, 14, 15, 16, 17

and u run out of 1s so u can't make any more numbers
