Is a 690 good or bad on the SAT II:US HIStory EXAM? Should I retake?

no. history is an inconsequential sat II test, chances are if you take again you won't score better, anyway because your class is already over.

retake it, the tests vary and you might do better...but you might also do worse

A 690 is a very good score and actually much better than I did. (D'oh!) Top colleges usually like to see something in the 700 range and you are just about there. Only retake the test if you feel confident you can do better. If you took the test in May, you might find another test easier as I heard the May exam was harder than usual.
