I was talking to my english teacher (he's been teaching for about 40 years) and said that SAT IIs are more for placement and do not really contribute much to admissions. Is that true? I find that hard to believe that if you score extremely well on the SAT IIs and do mediocre of SAT I that they'll simply disregard your SAT II scores. Are SAT IIs only for placement in college?

Depends on the school. A number (such as most ivies, many other top privates, and all University of California) require SAT II's as part of the application and admission process and they are considered along with other factors in the admission process. There are others that require or recommend SAT II's only for placement purposes after you are accepted. The vast majority of schools still do not require the SAT II's at all.
