ill be the only AP Scholar w/ honor at my school (junior class is about 650). would any schools take this into consideration or just brush it off?

They might see that your school isn't very competitive
Seriously, I don't think it's not prestigous of an honor. If you don't have any better ones, you can put it down in the honors/awards category.

How about National AP Scholar? do they consider that?

Having lots of good AP scores is good. I don't think that it matters whether or not you are the only person at your school to have done that.
