If a college lists as "recommended" (vs. required) the SAT II Writing and SAT II Foreign Language, would it be OK if only a Writing is submitted?

Often, the SAT II Foreign Language is used to place or eliminate the language requirement in college. So, my son was thinking of taking it at the end of his 4th year AP language class...which would be at the end of Sr. Year.

If the college recommends it, he should probably take it in time for his application, because if he scores well, it could help his application. He can retake it at the end of his senior year if he needs to raise the score to eliminate the language requirement.
