Could I just mail them to the place or do I have to go in person to give it to them?? Thanks.

Go in person. Unless there is some special reason to mail them? And ... I've seen too many people make this mistake ... don't bring your parents/friends into the store with you when you return the application, and especially don't make them do the talking!

So if I apply to somewhere like Starbucks, would I have to be interviewed?

Yeah, they'll want to interview you. First you turn in the application and then they call you later if they are interested in interviewing you.

I'd like to add that when you drop off the application you should be prepared to interview just in case. I had a couple of jobs where they interviewed me on the spot because they needed to fill the position. So, when you drop off the application, make sure you look presentable and be prepared to answer questions.
