Killertofu-
That joke comes from the actual State of the Union address- pretty much after every sentence there is a long applause. That's why news reports will give the length of the speech with and without applause. The applause usually extends the speech by about 30 minutes.
About that 3 nuclear missiles line...I think Duke just got its ass kicked in terms of "gifts" to incoming students.
