It looks like there's a good chance i'm going to end up going here. What's it like? Is the cold really as bad as a lot of people make it out to be? I'm from California. Are frats really big, and how's the local music scene?

I took a tour of Rochester. I loved the campus. The grass was green and cleanly cut, the buildings had nice architecture, and were nicely furnished. The quads were spacious and beautiful. The library was the best. It has some upstairs patios and lots of couches and lounges to work in. The food there was also pretty good. While I was there, I couldn't really pick up on what the social scene was like. I know some people who go there, and they love it.
The weather. I am from upstate New York, so I don't think the weather really bothers me. But I am sure that it will take a little getting used to, since you're from a warmer climate.
The frat scene. I know frats do exist at U of Rochester, but I'm not sure how big the frat scene is. As I recall, there was a street with 10 or so frats lined up in a row.
The music scene. I don't know what the actual city has to offer in terms of music, but I know that the Eastman school of Music (U Rochester's conservatory) is one of the top in the country, and as a student of the regular college, you can take classes at Eastman. I am sure that they play at social events and things like that. I'm also sure that a lot of Eastman grads go back to Rochester to play, but that could be speculation.
Pretty much, according to your criteria, you should be happy at Rochester. I hope I helped.
