My advice is to read Cornell's policy on financial aid to see if:
Which methodology they use (federal or institutional)
2. the school will meet 100% of your demonstrated need
3. If when meeting the need, is the majority Grants, loans, workstudy
4. If you are a NYS resident applying to one of the NYS schools, your tuition will be lower and depending on your income you may be eligible for TAP

What if I get in ED but get TERRIBLE financial aid? Could I turn them down and apply elsewhere RD?

You would probably be limited to the most affordable choice which would mean your state or local school. You would not be able to apply to the other Ivies, because under the Ivy League agreement, they share informaiton about ED.
See link:

If money is going to be a real issue, then you should apply RD, or you could be left out in the cold.
